CrossRail uncertain
The future of the CrossRail Bill was left hanging in the balance
this week awaiting a decision on whether a motion to send the Bill
back to committee stage should be debated by MPs. The motion to
recommit the Bill had attracted the support of more than 300 MPs,
but as expected it received a formal objection when read out in the
House on Tuesday.
As CJ went to press, the Deputy Speaker was under pressure to allow
a debate on the recommittal. This would probably result in an
altered Bill, with provision for linking CrossRail to the Channel
Tunnel and the Heathrow Express Link going back to the original
committee of MPs which thwarted its progress earlier this year.
CrossRail hopes that with the alterations, the committee would not
stand in the Bill's way a second time. TheBill would be killed if
no debate were allowed.
The promoters - London Underground, British Rail and Railtrack -
would then decide whether to pursue the project by means of a
hybrid bill or through the Transport and Works Act.
