Over troubled water
War is set to break out in the West Country over who should cross
the Second Severn Crossing first when it opens in 1996.
The nearby villagers of Pilning and Severn Beach are staking prior
claim on the not unreasonable grounds that they have had to put up
with three years of construction.
Meanwhile, charities are bombarding the bridge-owners with requests
to raise sponsorship cash by being first across. Is this a case for
