Balfour Railway fined œ20,000
A Crown Court judge has fined a Balfour Beatty subsidiary
œ20,000 plus œ14,000 costs in connection with a serious
accident on the Sheffield Super Tram project in June 1993.
The HSE brought a criminal case against Balfour Beatty Railway
Engineering because of 'the potential for multiple fatalities'.
The company pleaded guilty to charges under 2 (1) and 3 (1) of the
Health And Safety At Work Act 1974.
The accident involved attempts to move a 15t locomotive called a
ballast regulator up a 10% incline following heavy rain and with
untrained staff. The machine was designed to climb slopes up to a
maximum of 4%.
The machine reached speeds of 35mph as it slid back down causing a
collision that injured a site employee and shunted a pregnant woman
10m in her car.
