Charles Church Group has appointed David Birchall to head up the companies strategic land and planning activities.

Birchall has been with Charles Church for six and a half years.

Moss Construction Southern, part of the Kier Group, has appointed Paul Cullen as managing director. This follows the recent retirement of former md Len Gayler.

Cullen, 49 , started his construction career in 1963 as an indentured apprentice bricklayer. He joined Moss Southern 17 years ago. Robin Butler, 42, also joins Moss Southern as contracts director. Butler is a chartered builder.

James R Knowles, the international construction contracts consultants, has appointed three new members of staff to enhance its teams in the south west and south wales region.

Helen Bentley has joined from Haswell Consulting Engineers and is based in Bristol. Roy Caswell has joined the company in Cheltenham and Rodney Martin, previously with Cyril Sweett & Partners, is working from Winchester.

Persimmon Homes (Wessex) has appointed Peter Norris as land director. Norris joined Persimmon three years ago as land and planning manager. He has over 20 years' experience in the housebuilding industry.

John Ropkins has established a new consultancy John Ropkins Ltd which offers a specialist design service on jacked box underbridges and tunnels.

Peter Hargreaves has been appointed general manager of Birse Water Engineering to restructure the division and enable it to assume full profit centre responsibility.
