Govt receives Rail Link bids
The four consortia seeking to win the right to design, build and
operate the Channel Tunnel Rail Link this week submitted what are
described as the most complex bids ever for a UK infrastructure
project.
The 108km link will connect London St Pancras with Folkestone in
Kent and is now estimated to cost œ3 billion. A crucial part
of the bid requires the bidders to stipulate how much Government
money will be required to part fund the project and when it should
be paid.
Despite public optimism over the progress of the project, behind
the scenes there is some concern that the project will be abandoned
because of the complexity of the bids.
The programme should see a winning consortium announced by the end
of the year and construction beginning in 1997 after the rail link
bill gets Royal Assent.
The four bidders are: Eurorail (inc. BICC and Traf. House), Green
Arrow (inc. Hochtief and Costain), London and Continental (inc. Ove
Arup and Halcrow) and Union Link (inc. Mowlem and Atkins)
