Lords to question Rail Link tenders
Questions are to be asked in the House of Lords today (Thursday 25
May) concerning the leak last week of top secret Government papers
revealing details of the four shortlisted bids for the œ3
billion Channel Tunnel Rail Link.
Lord McIntosh of Haringey has tabled three questions to put to the
Government. These are:
1. Did any of the bidders fail to submit a bid on the basis of the
reference specification?
2. If so, was any such bid accepted for consideration?
3. If so, was any such bid accepted on the basis of information
submitted after the deadline of 14 March?
The leaked documents are minutes of three meetings of the
Government's Channel Link Adjudication Group. They suggest that
Eurorail, one of the four consortia bidding to build the link, has
been allowed to proceed even though it did not submit a reference
specification bid which all bidders have to follow.
The other three bidders are Union Link, Green Arrow, London and
Continental.
