Tomorrow, the Confederation of British Industry will publish its
report into the PFI "Private skills in public service: tuning the
PFI" which will say:
l PFI is in urgent need of tuning and better management.
l There is "deep frustration" at the waste of resources as the PFI
learning curve is scaled
l Bidding costs should be cut by at least a half. Costly elements
of contract negotiation should be handled only between the
preferred bidder and the client.
l Bidding timescales must be reduced. One way to do this is to cut
the legal detail on which agreement is needed - a major cause of
delay. Another method is to involve potential bidders in pre-tender
discussions.
l No more than three or four companies should be shortlisted and
asked to produce full tenders.
l Streamlined procedures should be introduced for projects that are
less than œ10m.
l More detailed guidelines are needed on key points.
l Greater effort should be made to get deals signed.
l A menu of standard and model contract terms and clauses is
needed.
l Bureaucrats need clear guidance.
