The article regarding ROPS on work equipment in the issue of CJ 25
November was inaccurate and can only lead to further concern about
what is already a confusing issue.
In certain circumstances rollers are at risk of rolling over and
contractors will, where necessary, request ROPS to be fitted on
this type of plant.
The unhappy looking gentlemen in your picture will soon be smiling,
they have made the right decision in fitting ROPS to their
equipment.
I also do not believe that HSE have climbed down, at long last
(after considerable pressure from industry) they have accepted that
the regulations are impractical and have discussed with industry a
practical way forward.
It is a shame they did not listen to industry earlier in the
consultation process, then we would not be trying to find a way out
of the current situation.
Surely it is time that the UK stood up to Europe on this type of
issue; health and safety legislation should be implemented to
improve health and safety - not as a sop to Europe.

The Collins Dictionary defines climbdown as: "to retreat from an
opinion or position." We were reflecting the fact that a sizeable
part of the industry saw the HSE's new stance as meeting that
criterion.
