Scots building system change


Plans to radically change Scotland's building control system have been unveiled by deputy transport and planning minister Lewis Macdonald.

The consultation paper Improving Building Standards aims to modernise Scotland's existing building control system and the final recommendations should lead to the introduction of a new Building Bill in the 2002/03 Scottish Parliament session.

The main objectives of the Building Bill will include reducing red tape and delays in the construction process, and generally raising standards in building across Scotland.

Commenting on the green paper, Macdonald said: "After 40 years there is a clear need for change in Scotland's building control system. This paper sets out our proposals for a system of building standards that can stand the test of time."

He continued: "Although the present system has served us well, higher standards are expected now of buildings. Greater flexibility is expected of our designers, and to encourage this we need to cut a certain amount of red tape."
