NHS Estates is being promised innovation and cost savings by a new
consortium bidding for the Procure 21 pilot partnering framework
agreements in the north west and the West Midlands.
Medicor, comprising Pearce Health, Parsons Brinckerhoff, Davis
Langdon & Everest (Oxford), MJN Colston, Integral and the PPP
Group, promises to bring a fresh approach to the procurement and
delivery of NHS facilities.
Medicor spokesman Mike Langhorn said the consortium was delighted
that Procure 21 had finally gathered pace with the start of the
pre-qualification phase of competition. "Our aim will be to deliver
best value to the NHS by deploying an integrated team focussed on
health needs. This will ensure design quality is balanced with the
drive for through-life cost efficiency," he said.
It is unclear at this stage if NHS Estates will select separate
consortia to work on the PFI projects and publicly-funded design
and build schemes, or will allow one team to work on both.
Medicor intends to bid for both. "We feel we have a full range of
skills that are applicable to both PFI and publicly-funded
projects," said Langhorn.
Interested firms have fewer than eight weeks to return their
tenders, from which NHS Estates will choose up to 24 teams to go
through to stage two of the tendering process. A shortlist for
stage two will be chosen in December.
