London Underground (LUL) has scrapped plans to let the civils work
for the East London Line extension (ELLEX) as part of a 20-year
concession, it emerged this week.
The civils work will now be let as two packages separate from the
20-year concession to fund, design, build and maintain ELLEX. The
concessionaire will only be required to carry out mainly routine
track and signalling work.
There is speculation that LUL is backing down under pressure from
bidders for the concession, who were alarmed over plans to let a
potentially high-risk contract under restricted procedure (CJ 17
October 2001).
LUL says the civils work will involve "design and construction of
approximately 31 structures, consisting of viaducts, new bridges,
replacement bridges and bridge refurbishment".
The work will be split into two packages, which will be known as
Phases 2 and Phase 3. Phase 1, mostly enabling works, is already
underway. Invitations to tender for Phase 2 will be in April; Phase
3 will be in January 2003.
A spokeswoman for LUL said that bringing forward the works packages
was "essential to maintain the programme to enable the extended
line to open in 2006 as planned".
