more DLos and DSOs involved in pfi
A new report has found a growing trend of involvement of direct
labour organisations (DLOs) and direct service organisations (DSOs)
in local authority PFI schemes. The report by Eversheds, The
Involvement of DLOs and DSOs in Local Authority PFI Schemes 2002,
comments that it is generally accepted that there are no legal
obstacles to local authority DSOs participating in PFI schemes for
'soft' services. However, one of the key findings of the report is
that the provision of 'hard' services, such as design and building
maintenance, could also be delivered on an in-house basis.
