Only two contenders are now believed to be left in the battle for a
massively delayed private finance deal, worth around £45m, to
develop the Ministry of Defence's (MoD) Northwood headquarters in
north-west London.
Insiders say the MoD has now ditched a bid from Serco Defence
Support and will now choose between the Mowlem-led Northwood group
and a Carillion/Group 4 joint venture.
The MoD lined up the three challengers to pitch for the job in
1999, but tenders were not sent out until two years later.
Now insiders say that the preferred bidder will not emerge for at
least another "four to five months" - making a total of four years
since the deal first emerged.
The MoD's original plan was to appoint its preferred bidder at the
end of 2000.
The cost of capital works on the scheme, which involves a mix of
new build and refurbishment, will be worth around £45m.
The annual cost of facilities management will be £15m.
The Mowlem group also features Mowlem Aqumen, its facilities
management arm, along with London Electricity and engineer Oscar
Faber.
