Contract for Major Building Works at Elliott Secondary School,
Pullman
Gardens, London SW15 3DG.
Wandsworth Borough Council is inviting suitably qualified and
experienced
Building Contractors to express an interest in being considered
for
inclusion on its Tender List of Constructors for the major repairs
of an
occupied secondary school. The scheme currently provides for a
replacement
curtain-walling system to the main teaching block, associated
concrete
repairs, improved fire precautions, modifications to the heating
system and
renewal of the electrical services to classrooms. The School is a
Grade II
Listed Building constructed in 1956.
The form of contract will be the ACA Standard Form of Contract for
Project
Partnering (PPC2000) and the Council has appointed a Partnering
Advisor -
Trowers & Hamlins - to act as the Partnering Facilitator. The
work will be
undertaken whilst the school is in occupation and the Partnering
Team will
ensure that the School continues to deliver the full curriculum
during the

The estimated cost of the building works is expected to be in the
region of
£6,000,000.
Firms wishing to be considered for selection to tender should
submit their
names to the Chief Executive and Director of Administration, Room
111, The
Town Hall, Wandsworth High Street, London SW18 2PU by 5pm 4th
August 2003

The following must be enclosed with the expression of
interest:
1) The full name of the Company wishing to be considered to
tender;
2) A Company Profile, including details of management
structure,
resources, labour force, technical and supervisory staff involved
directly
with carrying out similar works.
3) Confirmation that the company is insured, or is prepared to
insure
if successful, for Public Liability equivalent to
£5,000,000;
4) A copy of the Company's Audited Accounts, and those of any
Parent
or Holding Company, for the last three years, the latest of which
should
not be more than 18 months old;
5) Evidence of acting in the role of Principal Contractor (under
JCT)
or Constructor (under PPC2000) under the UK Construction (Design
and
Management) Regulations 1994 (as amended), or European
equivalent,
particularly in the Education Sector;
6) Details of projects carried out over the last three years of
a
similar scale and technical content to schools in occupation.
In
particular, any experience in acting as the Constructor in a
PPC2000 form
of contract or other partnered form of procurement.
From these details select three projects that best demonstrate the
range
and quality of the work undertaken and provide the names, full
postal
addresses and telephone numbers of three or more technical referees
who are
able to provide a reference of the applicant's competence for each
of them;
7) The name, addresses and telephone number of the Company's
bankers;
8) A copy of the Company's Health & Safety Policy statement,
which
complies with the Health & Safety at Work Act 1974;
9) All interested Companies should contact the Authority to obtain
two
short questionnaires on Equal Opportunities and Health &

Proposals must explain how your Organisation's experience,
understanding
and commitment would be applied to this project to successfully
implement
the scheme.
Companies are advised to respond in accordance with the selection
criteria,

provide the requested information on the 'key criteria' will
automatically
lead to exclusion.
A performance bond equal to 5% of the contract value, will be
required for
the works. Insurance backed guarantees for all major repairs
and
replacements will be required.
The award of the contract will be based on the economically
most
advantageous tender with the award criteria indicated in the
invitation to
tender.
It is intended to restrict the Tender List to a maximum of six
Companies.
Selection will be made in accordance with criteria that will be
made
available to all interested Companies upon request. If more than
six
Companies fulfil the criteria for selection, all Companies will
be
contacted and asked if they wish to remain on a larger Tender
List.

The Council reserved the right not to award a contract.
