EXPRESSIONS OF INTEREST
For Repairs, Maintenance and Service Contracts

North Kesteven District Council in pursuit of its vision to be a District
of 100 Flourishing Communities has identified three strategic objectives:-
c A good quality of life for all residents
c A thriving and prosperous economy
c A clean green and safe environment
In support of its vision and in pursuit of its objectives, the Council
wishes to review its provision of property maintenance services for its
4,000+ houses in the District.
In fulfilling this major objective, the Council wishes to procure the
provision of a repair and maintenance contract for its residential stock

comprising:-
c Responsive Repairs and Maintenance Works together with Planned
Maintenance Work
c Mechanical and Electrical Services including Gas and other boiler
Servicing and Maintenance
The combined contract value is approximately £2 million annually, although
at this stage, the Council reserves the right to tender separately for the
Mechanical and Electrical services and Gas Servicing work amounting to £0.3
million annually.
These figures cannot be guaranteed and will depend on available funding as
the contract proceeds.
The contract period is a minimum of five years commencing on 1 April 2004
and this may be extended by a further five years at the Council's
discretion.
The contract will cover repair and maintenance of the Council's residential
stock consisting of just over 4,000 homes located in various locations
throughout the Council's District in Lincolnshire. The Council is prepared
to consider a range of innovative solutions including a single output based
contract or alternatively submissions from locally based smaller
Contractors who may wish to form a small consortium. Financial assistance
may be available for the latter alternative to obtain professional advice.
The use of the ACA standard form of contract for project partnering (PPC
2000) and associated derivatives is actively being considered as the basis
for contracts as are other similar contract forms suitable for partnering
agreements.
Contractors' views will be sought on the most appropriate means of
procuring and delivering contracts, together with the benefits of packaging
work and specific options they would prefer to pursue.
The Council however reserves the right to package all or any of the works
in such a manner as is consistent with Best Value.
Prospective providers will be required to submit their expressions of
interest together with a pre-qualification questionnaire as to economic and
financial standing as well as technical capacity and ability. This
information shall be consistent with the provisions of Directive 92/50/EEC
(1992).
Tenders will ultimately be evaluated on the basis of the most economically
and technically advantageous and innovative in the provision of care and
quality services to customers.
