Weather Contract
Expressions of Interest
The Works
Provision of a weather forecasting service and maintenance of Council owned
weather stations within the West of Scotland Local Authority Weather
Service area.
The successful service provider will be an interactive partner capable of
working with the Councils forming the West of Scotland Local Authority
Weather Service Partnership and assisting in the decision making process
for the delivery of a range of services including winter maintenance and
flood response planning.
The Contract
The contract will be for a period of four years commencing 16 May 2004 with
a potential two year extension, subject to an annual performance review.

Service Provider
The successful tenderer will be a suitably qualified weather service
provider who will be able to demonstrate that they have the expertise to
provide this weather forecasting service, whilst having regard to
Partnership's operational requirements and embracing the public/private
partnership culture.

Service Providers wishing to be included on the select tender list can
obtain a questionnaire either by telephoning David Reid on 01698 454772, or
via e-mail on David.Reid@southlanarkshire.gov.uk or by submitting their
request in writing to the following address: South Lanarkshire Council,
Roads and Transportation Services, Montrose House, 154 Montrose Crescent,
Hamilton ML3 6LB.
Requests must be received by the Council no later than 30 October 2003 and
if submitted in writing should be clearly marked for the attention of the
above named Officer.
Contractors will be assessed on the basis of the information provided
within the questionnaire as well as the supporting documentation. This will
include:
* Health and Safety
* Technical Resources, References and Quality
* Company Registration
* Technical References
* Financial Information
* Company information
Thereafter, invitations to tender will be extended to selected contractors
and the contract documents issued.
Contract Award Criteria
The contract will be awarded on the basis of the most economically
advantageous tender, in terms of price and quality assessed in accordance
with the criteria set out in the tender documents.
It should be noted that the evaluation of the information provided at this
stage will form part of the overall quality assessment.
No undertaking is given that all or any of the contractors replying to this
advert will be invited to tender.
