Provision of off-street parking enforcement - Wandsworth Borough Council

COMPETITIVE TENDERING FOR:
PROVISION OF AN ON-STREET PARKING ENFORCEMENT SERVICE
Experienced contractors who wish to be considered for inclusion in a Select
List of Contractors to provide on-street parking enforcement within the
London Borough of Wandsworth are invited to notify their interest by
applying to the Director of Technical Services, 7th Floor, New Town Hall,
Wandsworth High Street, London SW18 2PU, by no later than 17:00 on Friday,
14th November 2003, quoting reference DTS/FIN/OMS, Attn Peter Almond.
Parking enforcement will include the enforcement of parking contraventions
on all adopted public highway as accorded under the Road Traffic Act 1991

and any subsequent legislation and in selected off-street car parks,
including those in Battersea Park and King George's Park. The contract will
also include the transfer of data from hand held computers, all duties in
connection with suspending on-street parking places and the provision of
Counter Facilities at strategic locations across the Borough.
The contract will commence on 12th September 2004 and will run until 11th
September 2009; the budgeted cost of the contract is £2.8 million for the
financial year 1st April 2003 to 31st March 2004.
All contractors wishing to be considered should write to the address above
or ring Stuart Thomas on 020 8871 8043 for a summary technical
specifications and questionnaire pack which must be fully completed and
returned with their notification of interest. The  pack will request the
following information which must be provided.
1. A brief history and outline of the company, including the current number
of employees.
2. Details of current and recent contracts undertaken in this field,
including the names and addresses of at least three clients, together with
the name of an individual who is competent to provide a reference.
3. The company's latest audited accounts (including group consolidated
accounts if the company is part of a group).
4. The name and address of the company's bankers.
5. A copy of your insurance certificate under employer's liability,
professional indemnity and public liability and if the public liability is
not to a minimum of £5,000,000 (five million pounds only) a statement that
this will be obtained if awarded the contract.
6. A copy of the company's Health and Safety Policy Statement.
A performance bond and/or a parent company guarantee will be required from
the successful Tenderer.
It is anticipated that tenders will be invited from selected contractors by
16th January 2004.
