The Kier-led Information Resources consortium has been selected by Oldham Metropolitan Borough Council as preferred bidder for an £18m library and lifelong learning centre under the PFI.
The consortium comprises Kier Project Investment, Kier Regional, Caxton FM, Allied Worldwide, Barclays Capital and Helaba.
The scheme will be worth £80m over the 25-year life of the contract.
The project is Kier's second PFI library. It completed the Bournemouth library in March 2002.
