DECENT HOMES STANDARD
WORKS PROGRAMME
Hammersmith and Fulham Council is in the process
of establishing an Arms Length Management
Organisation (ALMO) with a view to bringing all
of its housing stock up to the Decent Homes
Standard by March 2009. Works to be carried out
by the ALMO include provision of new kitchens and
bathrooms; new heating systems; replacement
windows and doors; rewiring; roofing and general
fabric repairs. Other works outside the Decent
Homes Standard criteria such as external and
communal redecoration, security and environmental
improvements may also be included in the works
programme.
The Council wishes to procure the majority of the
programme via a number of long term Strategic

Partnering Contracts. The precise number of
contracts to be let is still to be determined, as
is the split of works between each contract.
However, it is anticipated that four area-based
contracts and one specific to sheltered housing
will be let each commencing in April 2005.
Subject to funding, the total value of the
area-based contracts is expected to be in the
region of £230M and the sheltered housing
contract in the region of £17M. The employer will
be the ALMO.
The contracts are expected to be for a period of
four years with an option to extend for up to a
further two years. The scope of the contracts
will also include design, business planning,
surveying and pre-inspection services.
It is envisaged that collectively the contracts
will cover up to 18,000 dwellings with both
tenant and leaseholder tenure (except the
sheltered housing contract). However, the amount
and scope of work will vary from property to
property.
Applicants seeking inclusion in a select list of
tenderers are required to apply for an
information pack and satisfactorily complete a
pre-qualification questionnaire.
The questionnaire will ask bidders for
information on their financial standing,
resources, technical competence, quality
management systems, experience, performance and
references.

The closing date to apply for the pack and
questionnaire is Friday, 19th March 2004. The
questionnaire must be returned no later than 12
noon on Monday, 29th March 2004.
