Plans for a glass needle tower in Cardiff
have been given outline planning permission by Cardiff
Council.
Officers and councillors concluded at a meeting on Wednesday that
the grand design was "a unique landmark development that would be a
jewel in Cardiff's crown".
The scheme involves four tower blocks ranging from two to 15
storeys high, wrapped around a 24-storey glass and steel `needle'
tower.
The 91m high, multi-million pound development will feature 188
flats, an elevated garden and underground basement parking, as well
as shops, a café and restaurant.
Developer Heritage Gateway, in negotiation with Cardiff Council,
have agreed to put forward £250,000 as part of a Section 106
planning agreement.
From this £125,000 will go towards
the provision of public art to link up with the rest of the city,
while the remaining contribution will be put towards proposed works
in Bute Park as part of a wider Heritage Lottery scheme.
Building work on the brownfield site is expected to start before
the end of 2004 with the scheme phased over a three-year
period.
