Professional Consultancy Services for the
management of the Repair, Maintenance and
Improvement works to the Council's schools,
housing stock and other operational establishments
Wandsworth Borough Council is inviting suitably
qualified practices to express an interest in
being considered for inclusion on the approved
list of consultants to provide professional
consultancy services for the Council's major
works programmes. Interested consultants should

Consultants who are currently included on the
ADVERTISEMENT
 

list being used by the Wandsworth Housing
Department should respond to this advertisement
if they wish also to be considered for the
consultancy work in schools, offices, leisure and
community buildings, social services premises and
other operational establishments. There is a
simplified procedure for applications from these
consultants.
Consultants who are successful with their
application will be considered for inclusion on
the approved list to provide consultancy services
which will typically involve scheme design,
specification preparation, tender assessment,
supervision of works contractors, certification
of final accounts. The services will be required
during 2004/05, 2005/06 and 2006/07.
Appointments will be made as a result of
competitive tenders with selected consultants
invited to submit fee bids based on a percentage
of the works costs involved. Some schemes will be
tendered separately and some will be grouped into
tender packages within broad specialisms as
detailed below. Organisations are invited to
express an interest in being considered for any
or all of the specialisms. The tender list for
each scheme or package will contain six
consultants, one of which will be the Council's
in-house team. The tender lists will be prepared
in accordance with the Council's agreed criteria;
a copy of which will be sent to each practice
upon receipt of an expression of interest.
Total value of works is approximately £32m per
year, of which £25m is for housing schemes and
£7m for non-housing schemes. This includes work
from the following specialisms;
multi-disciplinary services, building surveying,
landscaping/environmental and mechanical and
electrical services. Fee values for scheme
packages are expected to range from between
£5,000 up to £175,000.
Each scheme will be specified and administered as
a separate contract whether or not it is included
within a package. Consultants must, where
applicable, undertake the Planning Supervisors
role in compliance with the Construction Design
and Management Regulations (1994). The Properties
involved in any scheme will usually remain in
full occupational use throughout the works. A
significant level of client and staff
consultation will be required. For housing work,
a significant level of resident consultation will
also be required, as necessary, under the current
legislation/regulations. Practices must be able
to attend sites in the Borough of Wandsworth
within one hour from notification.
Evidence will be required of the consultant's
financial standing and of the fact that they have
carried out work of a similar nature during the
last three years. All applicants expressing
interest will be sent a detailed list of the
relevant evidence required.
Contracts will be awarded on the basis of the
most economically and advantageous tender(s);
both in terms of the fee percentage (price) and
the technical capacity to meet, in full, the
requirements of the contract. It should be noted
that all schemes are subject to final approval by
the Council.
The Council's terms and conditions of appointment
may be inspected between 09.00 and 16.00 Monday
to Friday, at Wandsworth Town Hall, Office
Premises Management Service, Room 33, High
Street, Wandsworth, London SW18 2PU.
