creating markets for recycled resources
Invitation to tender - ENGLAND
WRAP Capital Grant Assistance to increase processing
infrastructure
for the greater use of recycled and secondary aggregates in
England.
WRAP (the Waste and Resources Action Programme) is conducting
this
competition for the provision of support to promote the greater
use
of recycled and secondary aggregates through fixed and mobile
plant
and equipment.
WRAP has identified that a key challenge faced by the
aggregate
market is the availability of economic, consistent and high
quality
recycled and secondary aggregates. WRAP intends to tackle
this
barrier by securing new processes for their cost effective
production
and use. WRAP is aware that the level of funding necessary to
do
this is substantial and continues to offer support to stimulate
the
necessary investment.
WRAP will provide up to 30% support of eligible capital costs
towards
infrastructure to process the following (non exclusive) typical
input
materials: Construction, Demolition and Excavation Waste
(CD&EW),
China clay waste, Slag waste from a metallurgical process,
Clay
contaminated CD&EW, Recycled asphalt planings (RAP), Rail
ballast,
Residual readymix concrete, Residual asphalt, Glass cullet
for
aggregate applications, Spent oil shale, Sewage sludge, Waste
materials to manufacture synthetic aggregates, Gully waste,
Waste
ceramics, Waste bricks, Pulverised fuel ash, Furnace bottom
ash,
Burnt colliery spoil, Unburnt colliery spoil, Foundry sand,
Slate
waste and Waste tyres, which are able to meet the following
key
conditions:
* The Facility or Facilities are to be located in England
* The output of the Facility or Facilities is to be as a
minimum,
quality recycled or secondary aggregates, for which the Tenderer
must
demonstrate both a sustainable source and market. The Facility
or
Facilities may, however, include further processing of
recycled
aggregates into added value products.
* The successful Tenderers must be able to demonstrate that
the
viability of the total investment in the Facility is dependent on
the
intervention provided by the support.
The support will be made available by means of a competitive
procedure and WRAP wishes to invite suitably qualified candidates
to
tender for support. Tender submissions will be assessed on an
equal
and competitive basis by a panel of independent expert
assessors
against the criteria detailed in the Tender Invitation
Document.

Closing date for tender submissions: Friday, 18th June 2004, 12.00
midday.
It is anticipated that Support Agreement negotiations will
commence
with successful Tenderers in August 2004 with support funding
being
available from September 2004.
WRAP will be holding a Capital Support Seminar to aid the
application
process on Wednesday, 12th May, 2004, in Birmingham. If you wish
