Mowlem has come under fire from Bath & North East Somerset
Council for its failure to provide a comprehensive construction
programme for its £36m Bath Spa project.
The spa project is already running more than two years late and is
now well over its original £12m estimate after paint applied
by Mowlem's painting subcontractor EJ Manning flaked.
However, the council's report said Mowlem 'has yet to supply a
single, complete and comprehensive programme'. This includes four
specific concerns that could result in further delays for the
project.
The main focus surrounds the recent discovery that the stripping
and repainting of the spa's four pools is falling behind schedule
because Dutch replacement subcontractor Bovitec is facing problems
in meeting its end-of-month deadline.
The delay is due to problems with the grit blasting process on the
pools because extractor fans were unable to cope with the amount of
dust generated by the process. Bovitec has now adopted a needle
gunning method - a much slower approach.
The hitch means only three of the four pools will be finished by
the end of the month. The main pool is not expected to be finished
until the end of August.
The council's scrutiny panel also wants Mowlem to explain the time
implications for the fabrication, supply and installation of the
pools' stainless steel steps, repairs of leaks in the spa's
steam rooms, and potential defects in mechanical and electrical
equipment that has been laying dormant for two years.
But a Mowlem spokesperson said the company had "provided fully
comprehensive construction programmes" and that delays were due to
the "instructions being received to remove all the existing foam
concrete features".
