Creating markets for recycled resources

INVITATION TO TENDER

Promotional Campaign for Local Authorities to increase the specification, procurement and use of recycled and secondary aggregates in Highway and Street Maintenance. The purpose of this project is to compile and manage a promotional and training campaign aimed at Local Authority (LA) highways departments, their consultants and contractors. The training will take the form of a "roadshow"  of up to ten regional events in England.
The roadshows will provide those involved in the specification, procurement and use of aggregates in highway and street maintenance with sufficient practical information and motivation to change existing practices in favour of recycled and secondary aggregates.

WRAP (the Waste & Resources Action Programme) is therefore seeking a contractor, or contractors,
to deliver the two components of this campaign:
Part A:

  • Development of the contents and materials for the training events, incorporating relevant work
    already completed for WRAP. 
  • Assembly of a team of effective communicators with expertise in various aspects of the specification, procurement and use of recycled and secondary aggregates in highway and street maintenance. 
  • Identification and attraction of relevant regional audiences from LA highways engineers their consultants and contractors. 
  • Delivery of information in an effective manner through training events.

Part B: 

  • Management of all aspects of the event delivery, including sourcing of suitable venues,
    marketing and event logistics.

It is envisaged that the training events will take place over the period December 2004 to March
2005, with the contract being completed by April 2005. WRAP invites suitably qualified candidates
to bid for the delivery of Part A or Part B, or both Parts A and B. This initiative is managed by WRAP and is funded through the Aggregates Levy Sustainability Fund which was set up by Government to reduce impacts on the environment from the extraction of primary aggregates. The WRAP Aggregates Programme is promoting the greater use of recycled and secondary aggregates in a range of applications.
