MoD’s unveils £100m prime plus contract

The Ministry of Defence has advertised its £100m-plus London estate prime plus contract.

Project MoDEL involves RAF Northolt being developed as an MoD core site, incorporating personnel and facilities from Inglis Barracks, Mill Hill and RAF Uxbridge. The Royal Artillery Barracks in Woolwich is to be consolidated.

As well as construction, the scheme involves the sale of surplus land, the proceeds of which will be used to fund the building work. The winning contractor will be required to provide bridging finance between payment for construction work and receipt from land sales.

Expressions of interest must be received by 10 September. An industry day will follow on 13 September. Invitations to tender will be dispatched in March 2005. Work is due to start in June 2006.

The relocation of the British Forces Post Office at Inglis has already been advertised as a separate prime contract. However, it will remain under the governance of Project MoDEL.
