creating markets for recycled resources
Invitation to tender
The sustainable use of resources for the production of aggregates in England.
The objective of this project is to produce an economic model
determining the effect of different influences on the most
sustainable resourcing of aggregate demand in England. To provide a
practical scale for the project a representative market area will be
identified that is resourced from adjacent primary aggregates as well
as possessing an established recycled aggregate infrastructure.
The economic model will allow an analysis of the impact of changes in
the quality and quantity of recycles and secondary aggregates
produced on the market share and stocks of primary aggregates. The
model should incorporate sensitivity relative to changes in aggregate
market price, the cost of waste disposal, the availability of
recyclable and secondary resources and the improved processing of
primary resources. The use of this model through sensitivity analyses
will increase knowledge and inform decisions relative to:
* the need and effectiveness of capital support for higher quality
processing plant for recycled, secondary and primary resources on
sustainable resource use.
* the need and effectiveness of providing information and guidance to
promote the use of recycled and secondary aggregates across a broader
product range
* the impacts of changes in aggregate and waste disposal market
prices on resource use for aggregates.
* the impact of changes in construction practice on aggregate demand.
The output from this project will help to inform the most effective
intervention by the WRAP Aggregates Programme to achieve its
objectives.
This initiative is managed by WRAP (the Waste and Resources Action
Programme) and is funded through the Aggregates Levy Sustainability
Fund which was set up by Government to reduce impacts on the
environment from the extraction of primary aggregates. The WRAP
Aggregates Programme is promoting the greater use of recycled and
secondary aggregates in a range of applications.
