£500m PPP road scheme under threat from ECJ
The proposed £500m PPP extension of the M74 motorway through
South Lanarkshire and Glasgow could be under threat from a ruling
by the European Court of Justice (ECJ).
Much of the land on the planned additional route of the M74 has
been contaminated by chromium dumps buried
underground.
However, Europe has now ruled that all such land must be classified
as hazardous and would require an extensive clean-up operation
before work could start on the scheme, adding substantially to the
costs of the project.
Scottish Executive lawyers are studying the ECJ ruling.
The Executive's Environment and Rural Development Department
refused to comment on the claims.
Invitations to tender were expected to be issued this autumn with
construction starting towards the end of
next year.
