Maintenance and Property Investment Partnering
Contracts

Accent Homes Ltd and Nene Housing Society
currently manage 15,000 high quality affordable
homes for families and older people in five
regional areas. We are looking for component
manufacturers and suppliers to provide on a
national basis materials and components required
for a fully comprehensive Planned Maintenance and
Property Investment programme to the properties
(including sheltered/supported/student
accommodation):

Accent North East, 3,000 dwellings, Accent North West, 4,500 dwellings
Accent Yorkshire, 3,500 dwellings, Accent South, 500 dwellings

Nene Housing Society, 3,200 dwellings

It is anticipated that separate National
Contracts will commence from April 2005 for
following elements to achieve over a ten year
period:

* Renewal of Kitchens to 11,000 dwellings
* Renewal of Bathrooms to 11,000 dwellings
* Renewal of Windows and External Doors to 5,500 dwellings
* Renewal of Rainwater Goods to 11,000 dwellings
* Renewal of Central Heating Installation to 9,000 dwellings
* Renewal of Boilers to 2,000 dwellings
* Upgrading of Wall and Roof insulation to 5,500 dwellings
* General Planned Maintenance (Fencing, Garage Doors and Roofing)
* Electrical Rewiring to 2,500 dwellings

The annual budget for the first year is
approximately £8,000,000 for works across all
areas. Expressions of interest are invited from
manufacturers and suppliers who, in addition to
manufacturing or supplying components or
materials to achieve 'best value', also have a
proven track record in providing high quality
added value services (including design,
scheduling, training, provision of spare parts,
hospital kits etc) to partner clients and
contractors. Supply Contracts will be for an
initial five year period with an option to extend
for a further five years subject to continuous
performance monitoring and annual performance
review. Selected manufacturers and suppliers will
have to demonstrate their commitment to
developing a successful working relationship with
clients, customers and contractors. Accent
intends to enter into formal partnering
arrangements with manufacturers and suppliers at
the end of the first year of the contract. During
their life, the Partnerships will need to achieve
continuous improvement in line with the
principles endorsed in 'Rethinking Construction'.
As part of their qualification documentation,
interested manufacturers and suppliers will be
requested to submit details of any partnering
arrangements they would wish to be considered if
awarded the Contract in addition to financial
data which would constitute soft market testing.
Manufacturers and suppliers will be required to
demonstrate a strong commitment to the Accent
Group and to the customers they serve, as well as
their ability to meet the programmes envisaged.
