Civils firms back CJ's bid for access to CAT scores
Contractors have given their support to attempts by CJ to obtain
Capability Assessment Toolkit (CAT) scores under the Freedom of
Information Act.
CJ contacted the Highways Agency (HA) in writing at the start of
the year to obtain the scores for both contractors and
consultants.
The HA refused, arguing that the information is "commercially
sensitive" and would "affect its ability to get best value for
money for the tax payer".
It also stated that other clients, who do not understand the
context of how the scoring applies, could use CAT scores to
determine tender lists selections if the information was made
available.
"Nobody would have a problem publishing the scores," said one
contractor. "Everybody knows we share scores openly."
Another contractor said: "Clients ask for CAT scores for most
tenders. There is no harm releasing the scores."
CJ has now contested the decision.
