Street Lighting and Sign Maintenance

The Royal Borough of Kingston upon Thames is taking a new approach to
securing services from external organisations.
The Council has established a Contractor Charter which aims to
develop long-term partnership relationships, working together with
those partners to secure quality services and continuous improvement
throughout the life of the relationship.
The Council is therefore inviting organisations with relevant
experience of providing Street Lighting and Sign Maintenance to
submit proposals on how this can best be delivered to ensure quality,
effectiveness and service development.
The new arrangements will allow the Council to develop a partnership

agreement through negotiation with the contractor to build in quality
and performance measures and to examine the way that output standards
can be achieved.
The contract will commence on 1st April 2006 and it is expected that
the term will be five years allowing for up to five years' extension.
The contractor will be involved in developing the contract during the
term to provide continuous improvement.
The exact contract terms will be finalised following discussions with
potential providers prior to selected companies being invited to
submit proposals.
Those contractors wishing to submit proposals should apply for a
questionnaire, in the first instance, which will require them to
submit the following details: financial status, operational
capabilities and resources, performance references, experience of
providing services under partnership arrangements and environmental,
health and safety and equalities policies.
The Royal Borough of Kingston is a member of the London Local
Authorities Health and Safety Scheme (CHAS) and it will be a
requirement that Contractors have been assessed and approved under
the scheme.
A contract notice to be published in the Official Journal of the
European Communities was dispatched on 16/03/05
