MoD confirms Mowlem for PPP - at last


The Ministry of Defence has finally confirmed the award of a £200m PPP scheme six years after the deal first came up for grabs.
The Holdfast Integrated Ser-vices group has been officially approved as the preferred bidder to take over the Royal School of Military Engineering's (RSME) estates in Kent and Hampshire.
The consortium, which is headed up by Babcock International, also features Mowlem and Atkins. Financial close is now expected during the first half of next year. The scheme first emerged in 1999, with best and final offers sent in during 2002.
A source close to the project said: "Even by MoD standards, the delay between when the scheme was first advertised and the official confirmation of the preferred bidder can only be described as spectacular."
The RSME scheme involves rationalising and developing under-used parts of the school's 800ha estate, as well as running it.
