Amey/Mouchel, the most successful pairing on the strategic road
network with nearly a billion pounds-worth of work on its books, is
to break up.
The split, believed to be a mutual decision, follows a recent
review of the partnership, which has been in place since 1997 and
has secured £910m [including extension periods] of maintenance
contracts (see box) with the Highways Agency (HA).
Around 1,000 Amey/Mouchel staff will continue to work on existing
contracts, and possible extensions, until the last contract, the
Area 13 MAC for Cumbria and Lancashire, concludes
in 2010.
Amey will now go it alone and compete against Mouchel Parkman on
future MAC or EMAC contracts with the HA when they become
available.
This would be a first for an HA MAC contract, although Amey has
already provided a one-stop-shop solution by securing a £220m
MAC-type contract for Bedfordshire County Council.
Mouchel Parkman will, however, team up with Accord in the future,
as the contractor tries to gain a stronghold with the HA to add to
its only MAC contract for Area 11 as part of the Optima consortium
with Jarvis and Atkins. Both Amey and Mouchel intend to bid for the
Area 1 MAC for Devon and Cornwall.
Steve Rowsell, the HA's procurement director, told CJ: "Amey is
moving towards being a total service provider and we are confident
that it can provide a very strong case to go it alone for future
MAC contracts. We are also aware that Atkins is looking to take the
same approach. Of course, these new moves will need to be
assessed."
Rowsell denied that the decision to break up the successful pairing
was anything to do with the JV having too much market share, or
that both companies were manoeuvering themselves to pair up with
teams with higher CAT scores.
In a joint statement, Amey and Mouchel Parkman confirmed: "We have
reviewed our strategic partnership and, due to developments in the
highway maintenance market, believe we can provide greater benefits
to clients by bidding for future work separately.
"Accordingly, future tenders will not be bid as Amey/Mouchel."
