ENVIRONMENT DEPARTMENT
TENDER FOR PROFESSIONAL SERVICES CONTRACT (HIGHWAYS & TRANSPORTATION)
The County Council is inviting applications from
suitably qualified companies for inclusion on a
select tender
list for the above. Details of the tender are
given below and companies should submit the
information requested
in paragraph 4.

2. Details of the work
The contract is for Consultancy Highways and
Transportation work, including development of

traffic
management, bus priority, cycle and other
highway/transportation schemes,Transportation
Planning &
Policy Development, Feasibility Design,
Preliminary & Detailed Highway and Structural
Engineering Design,
Contract Preparation, Estimating, Contract
Supervision, Public Consultation & Engagement,
Safety Audit
and overall Project Management within the County of Hampshire.
The Contract will be initially for two years
between 1 April 2006 and 31 March 2008 with
option to extend
by one or two years.The estimated value for the two-year contract is £3m - £5m.
This contract is mutually exclusive from the
contract advertised elsewhere by the Property
Business &
Regulatory Services Department of Hampshire
County Council, which focuses on the delivery of
transportation
planning and feasibility design solutions for development sites.
The Transfer of Undertakings (Protection of
Employment) Regulations 1981 may apply to this
contract in
respect of the transfer of staff from the existing supplier.

contract
Joint and several liability.
4. Information to be provided with the application
* Details of the company.
* Company registration number.
* Copies of the last two years' full balance
sheets and profit and loss accounts.
* List of similar contracts carried out over the last three years.
* Names, addresses and email contacts of two technical referees.
* Details of managerial and technical staff proposed.
* Details of technical equipment available
including details of office arrangements
available/proposed.
* A copy of the company's customer care policy.
* A copy of the company's health and safety policy.
* Proof of operation of a documented quality management system.
* Details of any environmental management system operated by the company.
* Copy of Insurance Certificates for £10m public
liability, £10m employer's liability and £5m
professional indemnity.
* A parent company guarantee may be required at award stage.
Applications to arrive no later than 2 August 2005.
Tender documents will be sent out around 14
September 2005 to approximately 5-10 companies
and should
be returned by 2.00pm on 9 November 2005.The
tenders will be opened by authorised officers of
the Chief
Executive's Department.
Criteria for the award of the Contract
The most economically advantageous tender in terms of quality and price.
