ProCure 21 transfer sparks fresh doubts


The future of ProCure 21 is under question again as yet another review into its future has been launched, following its recent transfer to the Department of Health’s (DoH) Commercial Directorate.

The review, to be carried out by the Symbia consultancy, will run until October this year. A DoH spokesman told CJ: “ProCure 21 has been taken on by the Commercial Directorate, which needs to make a clear decision on what is happening with it. The review will enable the
Commercial Directorate to make a fair and impartial decision about the future of the programme.

Any decision on the future of ProCure 21 will be based on the outcome of this evaluation. The review will contact a variety of stakeholders to get feedback.”

The spokesman denied the review would add to the confusion and uncertainty surrounding ProCure 21’s future. He said: “It is about making sure this time of uncertainty is ended.”

ProCure 21 principal supply chain partners (PSCPs) met the news with anger this week. One said: “Unbelievable. While they fiddle, we are watching ProCure 21 burn.”

Another PSCP director commented: “Trusts are losing faith in this programme because they will not commit until they know where the hell ProCure 21 is going. So what do they do? Make a decision? No, that would be too easy. Instead they pass the buck and launch another review.”

Rudi Klein, chief executive of the Specialist Engineering Contractors Group, is to meet next month with Ken Anderson, chief executive of the Commercial Directorate, where he will voice his concerns over the lack of progress being made in securing ProCure 21’s future.

“I cannot understand why we need yet another review when the National Audit Office recently praised this initiative to the skies.”

This is the third review ProCure 21 has been subjected to since its launch in December 2003.

The first, a review of the DoH’s arm’s-length bodies, resulted in ProCure 21’s sponsoring body NHS Estates being abolished last year.

A second review was carried out by Augmentis earlier this year. Shortly afterwards, ProCure 21 was transferred to the Commercial Directorate (CJ 3 August).

At the time this was seen as a move which would secure ProCure 21’s future. This
week’s announcement of yet another review throws this into question.
