A number of leading construction employers have expressed interest in a new scheme aiming to qualify the workforce. It will be piloted by CITB-ConstructionSkills.
The initiative, Programme-Led Pathways (PLP), is being backed by George Wimpey, Barratt Homes, Persimmon, Multiplex and Baggaley Construction.
Initially, it will involve carpentry/joinery, brickwork, painting and decorating for a pilot programme in seven areas of England; twenty apprentices will be engaged in each area.
The CITB believes many young people attend full-time construction courses at college, which do not result in an industry-recognised NVQ level 2 qualification, but do provide a basic set of skills.
The PLPs are aimed at students who have achieved an inter-
mediate construction award, and are intended to offer a fast-track route towards NVQ qualification.
It is anticipated that the period needed for these trainees to achieve the NVQ level 2 will ordinarily be nine months, but will not exceed 12 months. During this time, the contractor will provide a full range of site experience, sufficient for the trainee to complete the full qualification.
Potential trainees will be asked to write to and attend interviews with pilot employers. The employer will have the ultimate decision on whether to take on the trainee. A contract of apprenticeship will come into effect once the contractor has selected the trainee.
Evidence of NVQ level 2 qualification will be through a portfolio of work and on-site assessment by CITB-recognised assessors.
In the pilot, employers will receive a maximum grant of £2,000 towards apprenticeship costs. Half will be paid up front and half on completion.
Interest in the scheme has been expressed by more than 30 local colleges.
