Invitation to Tender
Dissemination Campaign to Promote and Facilitate the Adoption of the
Demolition Protocol Methodology in Demolition and New-Build Projects

WRAP (the Waste & Resources Action Programme) is a major Government
programme established to accelerate resource efficiency by creating
stable and efficient markets for recycled materials and products and
removing barriers to waste minimisation, re-use and recycling.
The WRAP Aggregates programme works to encourage sustainable use of
aggregates, particularly through greater production and use of
recycled and secondary aggregates. In urban regeneration and

development projects there is a requirement to establish a close link
between demolition and newbuild to enable these projects to proceed.
However in terms of resource efficiency this link is currently
relatively poor. The demolition phase typically generates large
quantities of material which has the potential to be recovered and
re-used as valuable resources whilst the new build phase demands a
huge amount of aggregate and other construction
materials for both the actual building and the
infrastructure that supports it.
The Demolition Protocol, developed for the Institute of Civil
Engineers, provides a best practice (whole life) approach to resource
efficiency in developments. It describes how materials arising from
demolition activities can be linked to materials use in the new
building through a quantification and procurement methodology. The
Protocol is designed to provide a framework for action by all those
involved in demolition and construction projects. The WRAP Aggregates
programme has recently published a series of guidance documents to
the methodology.
The purpose of this project is to develop and deliver a targeted
promotional and guidance campaign which provides the key influencers
in the planning and execution of development projects with sufficient
information, practical guidance and motivation to adopt the
Demolition Protocol methodology. It will be targeted at policy-makers
and planners, developers and design teams, contractors and suppliers
to the construction sector.
The information and guidance developed will be presented at a series
of regional events in the form of a "roadshow". The events shall
include presentations from experts, combined workshop sessions, and
relevant case studies to improve understanding and discussion.
WRAP is pleased to announce this invitation for tenders for a
contractor to undertake the development and delivery of the campaign.
The services required would include:
* Development of the campaign structure and the content;
* Identifying, attracting and securing appropriate delegates;
* Event team assembly, event delivery and management.
