Highways Agency announces shortlist for £4.5bn M25 DBFO

The shortlist for the £4.5bn M25 DBFO (Design, Finance, Build and Operate contract) has been announced by the Highways Agency.


Making the cut are:

  • Amey, Laing O'Rourke and Ferrovial Agroman.
  • Connect Plus (Balfour Beatty, Skanska, Atkins Ltd and Egis Projects SA).
  •  Flow (Vinci, Autoroutes Du Sud De La France, Laing Roads Ltd, Carillion, Costain, Ringway, Mouchel Parkman, Norwest Holst and Jacobs).

This means that the project management approach taken by both CircuLON (Fluor & Transurban Ltd) and Macquarie Motorway Group (Macquarie European Infrastructure) as part of their bids has fallen by the wayside.

 

The final phase of tendering for this PFI contract is due to start early in 2007 and the contract is expected to be awarded in 2008.  Subject to completion of the statutory procedures, work could start in early 2009.
