4ps, the project delivery specialist for local government procurement, has published a user-friendly guide to help councils understand the EU's competitive dialogue process.
Introduced last year, competitive dialogue is used to improve the procurement of particularly complex projects.
The guidance explains to local authorities how the competitive dialogue process works and provides advice on how to conduct dialogue with bidders to determine and agree innovative and best value solutions for the effective delivery of local services.
The advice takes local authorities through the stages of the procurement and competitive dialogue process:
These are: Pre-Qualification; the suggested stages of competitive dialogue; selecting a preferred bidder; and achieving financial close.
