The two contractors left in the hunt for Surrey County Council's £65.5m streetlighting PFI deal have still not picked up the best and final offer paperwork a year after they made it through to the final stages of the selection process.
It is understood that Balfour Beatty Power Networks and a Skanska/Laing O'Rourke consortium will not now receive the documents until October at the earliest for a project that first surfaced two years ago.
The council refused to give reasons for the massive delay, but sources claim that Surrey has applied for extra credits and is still waiting to hear from the government.
