A national selective strike by site electricians hangs in the balance after members of the Amicus section of Unite have reportedly failed to back the move.
The union carried out a consultation of its members after a breakdown in talks on next year's renewal of the industry's agreement on pay and conditions.
But unofficial indications last weekend suggested there was little support for a strike.
In the words of one official, the union leadership was likely to be left "between a rock and a hard place".
A June ballot saw electricians reject an employer offer of a new three-year national pay deal worth 13% by a majority of three-to-two.
