Outgoing Highways Agency chief executive Archie Robertson has called on the industry to improve its image to "regain the status it desires".
Robertson, who joined the agency in 2003 and leaves at the end of this month to return to his native Scotland, said: "An industry with a good reputation can attract funding and quality people, and in turn deliver better performance for companies and clients.
"Recent events have shown how difficult it is to maintain such a reputation. The contracting industry will need to do more to improve the culture and skills of its existing workforce if it is to regain the status it desires".
A replacement for Robertson has yet to be found.
