London Mayor Boris Johnson is to scrap London's target of making 50% of the city's housing affordable.
He is also planning to restrict the construction of new tall buildings, in a reversal of the policies of his predecessor Ken Livingstone.
The moves - both part of a shake-up of London's statutory strategic planning document - is a fulfilment of one of his electoral pledges, according to the Financial Times.
But Johnson said that he was still committed to building 50,000 new affordable homes over the next three years.
He also said that he supported tall buildings in "appropriate locations" as long as they did not implinge on London's historic landmarks.
