MPs propose change to building regulations

MPs have called for changes to building regulations to force developers to make office buildings and shops more energy efficient.

The All Party Urban Development Group claims a third of energy savings can be made with little or no cost but government bureaucracy is hindering implementation.

It wants regulations introduced that require energy improvements to buildings at times not just limited to the traditional triggers of refurbishment or extension.

The group makes eight recommendations in its report, which urges the government to take a harder look at reducing carbon dioxide emissions from existing buildings.

It calls on the government to lead by example and establish “green estates” and proposes the extension of display energy certificates to cover private buildings.

Group chairman Clive Betts said buildings were where the biggest carbon savings could be made.

“We need systemic and scale solutions,” he said.

“The empty rhetoric must end so that ministers and business leaders can both take real action.”
