MPs have criticised Network Rail for "widespread complacency" in the face of engineering overruns at the New Year at Rugby, Liverpool Street and Glasgow Shields.
The House of Commons Transport Select Committee said the overruns "laid bare an entire catalogue of management failings for all to see".
It also criticised the heads of the infrastructure company for sharing bonuses worth more than £700,000, despite the delays and a subsequent £14m fine from the rail regulator.
Chief executive Iain Coucher took home more than £1m, including a £305,581 annual bonus on top of his £539,000 salary and a long-term incentive payment of £205,000.
