Protesters have chained themselved to a mobile crane at a construction site in Newhaven, Sussex, where waste company Veolia is building a £146m incinerator.
It is thought that up to 11 people broke onto the site at around 4am this morning.
There has been concerted local opposition to the scheme, which will stand on the edge of an area of outstanding natural beauty and would treat up to 210,000 tonnes of waste a year.
The site for the plant is still being prepared for Veolia, which is building the plant in a joint venture with East Sussex County Council and Brighton and Hove City Council.
Construction started on the site in June.
