Fatal site accidents involving migrant workers have increased by 50% over the past year, according to figures from the Health and Safety Executive.
Statistics show the number of migrant deaths rose to 12 compared with eight in 2006/07 - the first year separate figures for migrants in construction were recorded by the HSE.
The figures suggest that migrant workers now account for nearly a fifth of all site fatalities.
The rise is believed to be one of the triggers for an inquiry into construction deaths ordered by James Purnell, secretary of state at the Department of Work and Pensions.
The inquiry is expected to focus on the underlying causes of fatalities including the involvement of "vulnerable" workers, such as migrants. Over the past two years, 60% to 75% of fatalities have occurred on small sites employing fewer than 15 people.
