Environmental campaigners have called on the Scottish government to spend £600m a year to make existing homes more energy efficient.
World Wildlife Fund Scotland said urgent action was needed to improve 2.2m homes in the country.
It has called for the establishment of minimum energy efficiency standards that must be met when a house changes hands and targets for reducing residential emissions.
It has also proposed local tax incentives for energy efficiency, reported the Scotsman.
The strategies would cost £600m a year – double what the Scottish government currently invests.
The government already has a policy to make Scottish homes more energy efficient.
