Bam, O'Rourke, Interserve among five on £1bn Scottish ProCure21

Bam Construction, Interserve, Laing O’Rourke, Morrison Construction and Robertson/Dawn have clinched a place on Scotland’s £1bn equivalent to ProCure21.

The five saw off stiff competition from Balfour Beatty, Carillion and Morgan Ashurst.

Three of the winners – Bam Construction (formerly HBG), Laing O’Rourke and Interserve – bring extensive experience from similar deals, under the ProCure 21 and Welsh Health Estates Design for Life frameworks.

The framework will deliver at least £150m of capital works a year on behalf of the Scottish Health Boards throughout Scotland. It will run for four years with a two year renewal option.

The Scottish model, known as Frameworks Scotland, will be overseen by Health Facilities Scotland. It is a refined version of England’s ProCure21 framework. Unlike ProCure21 it does not charge a membership fee and has kept its promise to keep the number of framework members low.

Schemes will range in size from £5m to £100m. Work is expected to start under the framework early next year.

The framework will be formally announced by Scotland’s health minister Nicola Sturgeon at the Scottish Healthcare Conference in Perthshire in November.
