Olympic Delivery Authority (ODA) chiefs will have the final say on all major trade packages awarded by construction manager Bovis Lend Lease on the £1bn Athletes Village.
Controversy has surrounded the award of work so far on the job to smaller concrete frame contractors.
Now Bovis is revamping its procurement methods for the 11 blocks up for grabs and all firms chosen will have to be approved by the ODA.
The 11 'vertical build' packages will be tendered individually. Winners will either manage that part of the site themselves or operate under Bovis.
A Bovis spokeswoman said a final procurement strategy would be in place by "the end of the summer".
She said: "The work will not necessarily just go to trade contractors. Some firms may come in who can manage their part of the work."
