Supply chain market testing Expressions of interest and request for pre-qualification questionaire

Liverpool and Sefton Health Partnership (L&SHP) was formed in 2004 as part of the UK Government's Local Improvement Finance Trust (LIFT) initiative.To date, L&SHP has successfully delivered six Health and Wellbeing centres to local communities. Furthermore it has a programme of work estimated at £100m to deliver primary care facilities for Liverpool and Sefton PCTs.

Now approaching its 5th anniversary L&SHP is required to undertake a Market Testing Process (MTP) to ensure value for money is being achieved from the incumbent supply chain.To satisfy this requirement L&SHP invite appropriately qualified Construction companies and Facilities Management (FM) Service providers to register their interest in participating in the process by requesting a Pre-Qualification Questionnaire (PQQ) writing to the address provided below. Interested participants may apply for either or both Construction and FM services.

L&SHP has an enviable and successful track record for providing continuous improvement and demonstrable value for money on the facilities it provides for its clients. Successful contractors will be awarded a five year framework with L&SHP and will therefore be required to commit their full support and expertise in maintaining this standard in the projects and services which they deliver.

The MTP will be independently managed by Davis Langdon LLP on behalf of L&SHP. The evaluation of bidders who successfully pre-qualify will be on the basis of Partnering and Continuous Improvement (70%) and Price (30%) for the construction element. The FM element will be evaluated on the basis of Partnering and Continuous Improvement (80%) and Price (20%).

The overall programme is for companies who express an interest to participate to be issued with a Pre-Qualification Questionnaire during April 2009 for return during May 2009. Evaluation of the Pre-Qualification submissions will identify a shortlist of between three (min) and five (max) Construction and FM contractors, including the incumbents,who will be invited to proceed to the formal Market Testing Stage commencing June 2009. This will lead to the appointment of the preferred supplier(s) in September 2009. (All dates are indicative).

A charge of £200 will be levied for each Construction and FM Services PQQ. Similarly, bidders who are selected to tender will be charged £1,000 for each set of Construction and/or FM tender documentation.
